Code of Conduct (based on Contributor Covenant 3.0) for copyleft-next goes into effect within a week; final comments *now* please

I'll apply the typo patches from Teemu Hukkanen in due course, thank
you, Teemu.

I had one other issue that I realized since I posted my original
patchset: so, I run the copyleft.or Fediverse instance.  I pay for it
out of my own pocket, but eventually maybe SFC will pay for it.

Ultimately, the way the Fediverse is constructed that a pure CoC
that's standard in a FOSS project is good to have there, but it needs
a few other things.  If you're curious what I'm thinking of, here's a

My thought is perhaps to add a section at the end that' something
like this:

## Additional Restrictions on Fediverse/ActivityPub

This Covenant applies to all interactions on any Fediverse,
ActivitPub, or other social interactive platforms host in
*.copyleft.org (“Fediverse Platforms”).

For the purposes of moderation and limiting obviously inappropriate
context, the Community Managers may designate a Fediverse
Administrator for any Fediverse Platforms.  That Fediverse
Administrator may restrict usage, access, or information using
standard tools for the Fediverse Platform, and may add additional
restrictions on the use of Fediverse Platforms — provided those
restrictions do not contradict this Covenant.

Fediverse Administrator may ban any non-fedi.copyleft.org user or
server at their sole discretion.  Any issues with users with
legitimate accounts on Fediverse Platforms shall be immediately
escalate to the Community Managers.

Goal here is to allow someone who controls the Fediverse to block
obvious trolls, spam, and the like (which is very common in
Fediverse, it's just that it's usually blocked well by the local
server) without bothering the Community Managers.  Curious if folks
think this give too much power to the Fediverse Administrator (who
will likely be me initially but totally would love a volunteer to
take over!).

Any comments *here* before I add it to the pull request tomorrow?
